Missing Civs in Napoleonic War

I've been playing the Napoleonic War Conquest a lot recently, but when I started a new game today... Denmark, Netherlands, Portugal, and the Kingdom of the Naples were missing! Instead, France (me) owned all of the Danish cities, and Britain owned all of the Portugese, Dutch, and Neopolitan (is that a word? ) cities. I suppose, because of the Locked Alliances, it doesn't make that big of a difference, but any help on getting them back would be greatly appreciated.

I know if you play multiplayer, then the 8 Civ limit applies and that happens. Not sure how it happened to yours, though. Maybe you went under Civ content instead of Conquests?

What you describe is the MP version of the scenario. To get back to normal just choose the SP version under Conquests.

There are of course still lots of civs missing in both scenarios...
