Missing resources bug?

Look at the screen shot below... I have Uranium in my territory, it has a mine and a road. But Civ is not giving me the uranium resource - see when I mouse over it, it says "markj has 0 uranium". Doing this with several other resources too! Bug? Cheating? Tiny Islands map, Civ iv BTS mac steam.

I'm guessing you don't have Fission yet.
Physics only reveals it and allows you to mine it, Fission is needed to collect and use it.

What Ghpstage says is quite likely. Since you say that this also happens with other resources, I suspect that you may be trading them away. The trade screen will let you trade away all of any of your resources. If you want to keep access to a resource, make sure that you only trade away any instances of 2 or more and don't trade any that you only have one of. BUG Mod is very nice for this, since it will show you what you have in excess at the top of the main trade screen.
