Mission to Mars not Available After Latest Game Patch

Just won a game after completing the entire tech tree, but i was not given the opportunity to launch a Mission to Mars. This appears to be a new bug in the game since the last patch, and others are starting to report the same bug.

Wow - colour me impressed!
I have never got anywhere close to clearing the tech tree.
Still learning the mechanics.....so much to learn
