Missionaries not able to enter towns

I'm not able to determine the pattern here.
My missionaries have been able to enter some city centers, but not others.
Could it be they can't enter if there are walls?
Anyone else have this issue?
It seems like there might be some districts they can't enter either.
 
I suspect it's walls that is the problem?
 
I think you're both right.
I do recall some of the cities had walls, and I was probably at war with them.
So walls stop your city from being able to be converted?
I could have swore a couple of my settlements were converted both urban and rural.
All of my settlements have walls. Gotta spend the gold on something :p

I just looked at this today and I think you are right. I was still able to enter urban tiles when I was at war...but not if they had walls. So walls and war seem to prevent it. Not sure if that is intentional or not.

I'll do some testing on my end next time I play. I'll look for a walled city I'm not at war with. Current game has 3 others civs and I'm waring with 2 :p
 
If that´s not a bug, but a feature, this should be somewhere in the Civilopedia. Seriously. Or is it and I´m a bit stupid?
Would even make some kind of sense, thinking of it. AFAIK there is no viable counter to the missionaryspam documented, I found myself missing the good old Inquisition.
