Actually, you can build military units and get the mobilize bonsus then switch to a unit or building that does not get the bonsus. This may not reduce the build time much but I am pretty sure you can do that.

While you can build SS parts in mobilization, you can't build the Apollo Program, so be careful if you plan to win the Space Race via Mobilization.
