There is a choice between normalcy and War-time, but i can't seem to figure out what the difference is?
What happens when u switch to war-time?

In wartime mobilisation you get accelerated production of units and buildings in your cities, but you are only allowed to order military units and buildings. You can't build cultural or commercial improvements. You revert to Normalcy when you next get a peace treaty, even if you are still at war with someone else.

So, i can't built any other improvement? i can't built a cathedral during war-time?

You can build anything you like in wartime if you don't switch to wartime mobilisation. You have make a conscious decision to select wartime in the menu before you get its benefits and limitations..

yeah, i meant when i switch the mobilize button to 'war-time'.

Once you active mobilization (war-time), you cannot build any culture producing facilities or Great/Small Wonders (some excpetions). You get extra shield production toward military units/facilities.

yeah, i gave it a try yesterday. nice feature in case of a decisive (sp?) battle.
