mod help with workers

For some reason the opposing civ's won't/don't builds workers and thus roads even though the build often flag for workers is checked as well as industrious. Seems to only be a problem as I play test my mod/scenario not while playing random generated games in PTW. Any thoguhts?
 
yes, the flag for build worker often is checked in the editor. Iread somewhere (Oz's what units get built thread I think) that if you check too many flags some tend to get ignored. any truth to that?
 
the truth is that if you dont check any flags, the AI woundt build the unit, just check the worker flag and your problem is solved:)
 
re: two previous posts, YES THE FLAG FOR WORKERS IS CHECKED.
 
FOLLOW-UP OK...I just noticed that when I unflagged "build railroads" for workers as they are Roman roads built only by a Roman UU, it also unflagged the teraform flag.
 
Can't seem to find a way around this. I wanted to make a Roman worker UU to build Roman roads (railroads) but whenever you disable the "Build Railroads" option for the normal worker unit the teraform designation grays out and the game AI no longer recognizes the unit as a worker and won't build them. Still looking for a seperate graphic as well if anyone can help with that as well.
 
and AFAIK, I dont think it will be fixed in conquests either.
