Mod Idea: Fortified Units Create Culture

I want to run an idea past you folk...

One thing that greatly irritates me is when a city has a stack of my units in it and yet somehow it just peacefully joins another empire. Even worse is when I've just taken that city from another civ. I can fully understand cities flipping to another civ because of cultural adaptation but I don't understand how a city that I've just taken 10 turns ago which has my invasion force still occupying the city suddenly joins another culture and becomes out of my control (with my units still there and fortifying the city).

So here's my thought... what if fortified units generate culture within the city? Even better would be if this only works up to a certain point... say the 500 culture level. Thus a newly taken (or built) city with an occupation force has a chance to actually stay taken. I don't think it would need to be much culture... say 1 point per unit, but that would be enough to give the possibility of holding onto the city.

Any thoughts on whether this would be a good idea and if so, how would it be done? Is this something that can be done in the Python script or will we need to wait for the SDK?
