Mod only partially working

Started trying to mod Civ 3 using all the goodies open to us in C3C but am hitting some problems.

My goal: Don't change the tech tree, just steal some of the cool stuff from Civ3 and make it available at the correct place (eg. Ninjas with Espionage, Robin Hood with Feudalism, Gold Mine with Gunpowder (read: explosives), etc.)

1) I've added various City Improvements such as Mills and Burial Grounds, got them to appear in the Civlopedia and as selectable options in the City screen. The improvements have the correct effect (eg. Mill increases production) and the picture (both large and small) appears OK in the Civilopedia - unfortuneately it doesn't appear when viewing the City. You just get the name - but with no picture. Explanations appreciated...

2) I'm also looking to add some of the units from C3C. I tried adding a Spy last night and have gotten the .ini and associated files downloaded to the test/art/units folder. I selected the correct icons from units_32 using Middle Ages to find it and have added the necessary items to PediaIcons and Civlopedia. I can now look up Spy in the Civlopedia and it has the corect icons and details. I made the prerequsite Ceremonial burial (to try it out - I'l move it to the correct place later) and started out as the Egyptians. Unfortuneately the spy was not available for me to select from the options I had available to me. Anybody know why?

1: You have to edit the buildingslarge.pcx and buildingssmall.pcx files. They are located in the city screen folder.

So it's not really different from units_32 and resources/resource shadows.pcx The item in question has to be in there to be usable. Can't believe that Firaxis hasn't done that already when they released C3C. They did with the units - maybe we'll get lucky when the patch comes out.

Oh well, I can add Governments (Warrior Code leads to Tribal Council)

Anybody got any ideas about question 2.
 
You can edit the building files with a paint program, Paint Shop Pro, Photoshop, Gimp etc. Most of these can be downloaded free:)

about 2: You probably forgot to assign which civs can build it:)
 
Yep. You were right about point 2. Thanks. I'm afraid I have no decent art programs on my PC. Oh well, at least I've got a few shadow units (mercenaries, spies and assassins) that can create havoc to your opponents whilst officially staying neutral (and vice versa)

A few more Q's - I'm probably going to have to check this out on my own, but in case anybody's already done the work....

How many luxury resources can I have? If I go over 8, do I hit problems (the market place only goes up to 8 in terms of happiness)

Likewise, how many strategic ones?

Has anybody tried giving Kings Load and Unload powers, so that they can have a royal guard/secret service in Regicide games? If a unit with Stealth attack attacks a King with Load/Unload, can they target the king?

Unique Units don't show up in the Tech Tree - If I added more unique units (eg. Elizabethan Sea Dog for England or Ninja for Japan) would these also not show up, or is there some check-box I'm missing somewhere?
