Remember Chataeu for every Civilization? Well wouldn't it be nice to play a game solely to decorate your Civilization with pretty improvements all across your land? I would really love to see this mod as well as see the diverse empires that could be created with this.
Don't you desperately hate loving one improvement/district but loathing the Civilization's abilities and never getting a chance to use Mbanza's or Missions? Well this would avert that.
