MOD: The Balancer

Kingpin thanks for the help. However now that I have uncompressed the file I put it in the correct folder and tried to play but I got this error message:

ERROR Reading File
missing entry in "Scenarios\..\Conquests\Middle Ages\text\pediaIcons.txt"
ICON_BLDG_ALCHEMIST_House

Any ideas.

Make sure the Bic (conquests symbol) and the file (folder icon) are beside each other in the conquest scenario folder. NOTE: The Bic can not be tucked away in the Balancer Reloaded file or the game will crash.

I had already figured that out. Thank you though. The problem is it says missing entry for a file and doesn't load the game.

Edit: I had a brainstorm and deleted and then reloaded the game. It plays fine now. 'Slaps self up-side head'

Brenjen, .biq is the conquests file. If you want something for PTW you can try Kingpin's mod which you can get on my website.

 I'm aware of that now that I've got it all downloaded & decompressed. I wish I had been aware of it before I wasted all that time on the D/L Balancer was the only Civ mod I ever cared for, is "Kingpin's mod" similar? Does no one have the old Balancer in the .BIC or .BIX format? If not does anyone know how I could go about changing the .BIQ files to a .BIC or .BIX format?

"Kingpin's mod" is similar to TBX-R. TBX-R is actually a sort of merger between "Kingpin's mod" and the early balancer mods.

I might give it a shot kingpin, thanks for the info. I usually do my own little modifications on the normal game to make it more to my liking, for instance I make workers air transportable, cruise missiles sea transportable...realism changes like that. The balancer was right up my alley with the visual improvements on the terrain & the cool goodies added in I really enjoyed it & it gave me a yearning to play when I was pretty burned out on the game. I thought CivIV would be a great release, but it just doesn't appeal to me. I suppose I need to get the conquest add on to go with my gold edition & stop fussing with it.

I finally went out & bought CivIII complete so I could use this freakin' mod lol; just started a game an hour or two ago when the power went out. I'm about to start it up again & I just wanted to say that so I'm liking it as much as the original Balancer mod.

Cool you will like this. You have Conquests so shoudn't you be trying Balancer Reloaded? thats the greatest version that I know of. This might the PtW mod I heard was combined TBX-R and "Balancer' mod

Remember to read the thread if you need any help and just ask if any part is still giving you trouble

Reloaded is the one I'm using.

Hi everybody!

Probably no one will see this, but my brother and me tried to play this mod in the complete version of civ 3 (on steam). We soon realized that we couldn't build settlers and other bugs also appeared. The 3.1 bix version was includes with steam civ 3, and that was what we tried to play.

Does anybody still have a version of the reloaded mod, that they could share with me and my brother? All the links in this thread are dead. We would love to play this mod, but only if it worked for conquests/complete.

It would be truly amazing if anybody answered me lol.

Best regards, a 2025 civ 3 player and his brother

Masemiliano, welcome (together with your brother) at CFC. :band: [party]

The Balancer.bix should work with the Civ 3 Complete version, too (so I have the GOG version of Civ 3 Complete and the steam version plays havoc with the text files of all old mods and scenarios, as steam overnight wrote an additional textline into the labels text file of Civ 3 Complete). At present the GOG version of Civ 3 Complete is on sale for € 1,29. If you need a steam-patch for the labels text file of the Balancer mod I can post this here.

Concerning the settler: Building a settler costs two population points. This means, that you can only build a settler if the city that should build it, has a size of at least three population. As long as a city has only a size of 1 or 2 population no settler can been built there.

Hello Civinator,

Thank you for responding!

I am fully aware that it costs two population to build a settler. In fact, I have played over 200 hours of civ 3, lol. However, I have never before played the balancer mod. I and my brother thought that it would be fun to try a new experience, and we went for the built-in balancer mod. The problem is that we have found a number of bugs.

Firstly, you cannot build settlers. At all. Settlers are king units in the mod, and when I unchecked the king flag in the editor, then we could build settlers. You should note, though, that I once got a settler in a goodie hut (when they still were king units).

Secondly, all ocean tiles have a movement cost of two. This is not a bug in itself, especially since some boats (like the coracle) ignores movement cost on coast.

The problem is that coracles are slow (only moving one tile) when on coast, but moves two tiles when in sea tiles. This is contradictory to what the editor says.

Thirdly, some wonders seems to not be working correctly. When I built the pyramids, I didn't get any granaries but instead got altars in all my cities. I wouldn't mind this, but the civilopedia weren't updated to reflect this. Even then, this is not the actual problem; I can live with a semi-incomplete civilopedia - however, the mod-added "Stonehenge" wonder does have its own civilopedia entry, which says that it gives each city a Monoloith. When I built it, each city got a Battlefield medicine. The small wonder. Not what I was expecting.

Lastly, lots of images in the civilopedia are missing. A link is provided to download the images, but going to the link yields a 404 so you can't download the complete modpack. I would love to get the "reloaded" mod that has been mentioned in this thread (about 20 years ago). The reloaded version also seems to host a load of changes and seems to be made for civ 3 conquests/complete. It should be around 500MB according to this thread, and includes custom textures and stuff like that.

I hope I made myself clear this time! Do you have any answers to my detailed problems? The main thing I am looking for is a download of the Reloaded Version.

Thanks in advance for any type of answer!

There is an own thread for the mod Balancer Reloaded at CFC: https://forums.civfanatics.com/threads/mod-the-balancer-reloaded-tbx-r.126867/
As far as I know at present no functioning download of this mod is existing. Our former SOC site, that as far as I remember hosted that mod, is closed since many years (please don´t use links to that site as it was hacked). Several years ago Kingpin made a download at a site named something with "Gunney", but as far as I know that site is not accessable, too.

Giving settlers the king flag and not allowing their autoproduction by buildings, as it is done in the Balancer bix in Civ 3 Complete, is a big error in a mod.

I can only post the biq of the Balancer Reloaded, that is attached to this post. May be somebody still can upload the mod. I wish you good luck. In the case that nobody is uploading that mod, CFC holds some other interesting epic C3C mods and may be you find among them something you like, too. I had that mod on an old harddrive many years ago, but that harddrive crashed several years in the past.
