MOD wont install

i downloaded a Canada Civilization mod and i followed the readme instructions. it said to

To install, unzip to your 'Custom Assets' folder.
To install as a Mod, create folder 'Canada' under 'Mods', then create 'Assets' folder under 'Canada'. Unzip to 'Assets' folder.

i tried both and im sure i did them correctly and every time i go onto civ4 nothing new is there. im supposed to have a civilization called canada.

i downloaded a map earlier on and that worked fine how come this one wont?

the way you describe it you need to to use load a mod under the advanced option
