Modding State Property to decrease Inflation?

Is it possible to mod state property so that it decreases inflation by a certain percentage? Thanks in advance
 
derrr.... why would state property decrease inflation... the gov would print what $ it needs much like our own(USA) does. In a true free market (not that the civ one is Freemarket, i changed the name to Corporatism) Competing banks would have to worry about runs and would be forced to hold more in reserves thus slowing the credit expansion thus inflation.

of course the civ idea of inflation is completely different from reality so go ahead how ever i would think you will require sdk changes to allow civics to influence inflation.

State Property is exempt from the distance penalty and therefore also exempt from colonial maintenace penalties. So as it is now, state property is perfect for colonial empires (like historical Portugal, England, Spain and Holland). So the way in which Civ4 represents communism (state property) in it's current form is highly ahistoric; even in an abstract way. Of course all historical representations have to be highly abstract in something like Civ4, but I think the designers did a great job in reflecting all of the other civics as abstractions. But state property is represented ahistorically, especially on a Terra type map.

So I'm trying to mod state property to in some way reflect communism, or at least not represent the colonial imperialism which communist generally despised. Any suggestions would be very appreciated. Thanks
