Modding the UN Aspect of CivIV

I have an idea for modding. I really really like the new UN of CivIV. I want to expand it with regard to what you can vote on. More votes and more issues would be awsum! Ideas are welcome!

Well, I can't think of anything off the top of my head without having to include other game attributes that might be modded in.
