Modifying governments, setting corruption to none doesn't work

I was playing around with creating a new gov't to give to specific civs, however in this gov't I wanted no corruption or waste. I set the indicator in the editor to none, however, now there is more corruption and waste than before, what gives? I have civ3 complete.

The setting just doesn't work, that's all there is to it. It's a common question in C&C.

are there any patches to fix it, and how do i tell what version im running to see if it already includes the patches?

It was only implemented in the latest patch, C3C v1.22, so you must have that if you can see it.

yup i figured out how to check versions.... i have the latest of all 3 (vanilla, ptw, c3c). Thanks for your help, and has anyone let firaxis/infogrames know about this?
