Mods crash when I try to start a game in BTS

I'll try to start or load a game and it will crash right away. At first I had no problems, than it just started happening randomly. it also crashes when I click play scenario in regular BTS.

I have Vista, and the steam version of BTS. I tried reinstalling, but that didn't help.
 
In XP (Media Center) I have BTS via Steam and, after the new patch, I cannot play any mod with a custom scenario...

I get an error which mentions msvcr71.dll, but the file is there... my feeling is its an XML error, but I don't really know anything about it... I was playing fine before the last patch.

I have reinstalled BTS completely. I really only play Rise of Mankind, so this is really annoying. RoM 2.0 and 2.12 both crash in seemingly the same place/way.
 
In my case, the mod loads enuf where I try to start a 34 nation Rise of Mankind custom scenario....it goes to generate the world and then crashes. The error strikes me as unusual also. When I have looked up that file, the problems associated with it usually are that the file is missing. It seems to be a .NET component which is intended to get distributed with software releses (vs something that resides in WINDOWS directory anywhere.

I can seem to run BTS by itself...I will try again....but each mod I have tried fails.

I updated my Radeon drivers too.

Interestingly, I am trying this on 2 diff systems, a Macbook Pro running XP Home under bootcamp and the aforementioned XP MCE 2005....they both crash in the same way. My feeling is that its a Rise of Mankind problem with the new patch under Steam?

Even though I had updates turned off, Steam did it anyway. I don't suppose there is an easy way to undo the 3.17 update, is there?
 
Here is a thread about the DLL incompatibility of RoM 2.x. 1.X apparently still works with 3.17 and at least 1 guy having some luck by removing/renaming the incompatible DLL.

Thanks so much Ori, I would not have learned any of this without your input. ;)

Upon trying this, I notice that RoM 2.12 does load and run, but I get an error when I try to parse the custom 28 Civ earth map.
