[GS] Mods Didn't Load in Multiplayer

So, I'm playing Multiplayer with my Family, and in order to play the game with only 1 version of Civ 6, I was playing offline, and my family played on their account, playing Civ 6 of Family Share. I was the host of the game, as I'm the individual who had the most knowledge of how the game works, and I made sure we both had the same mods enaballed before we started.

However, when we loaded into the game, the mods did not work. The mods in question are:
No AI Start Advantedge by Masked Man
Custom Distance for Starting Positions by Jerzat.

Not only did I set I increase the distance between starting civilizations, I also increased the space between individual city-states. Only to start with 2 city-states parked next right to each other, and another civilization right on my front doorstep. So I know that mod didn't work. The other mod I am not 100% sure on, but considering the AI have 4-5 cities appease, and I know that Enemy AI normally get an extra settler at the start. I am 80% certain that the second mod did not work as well.

Does anyone know why the mods didn't work?
