Once again, the purpose of this discussion is to assist this ministry in developing a cohesive foreign policy towards our fellow civilizations.

The spotlight turns towards Babylon. The Babylonian people are considered both Scientific & Religious. Their unique unit (The Bowman) is not quite obsolete, but probably on the verge of becoming so. They are located due west of Japan and could be a helpful ally in a possible war with Japan.

For simplicity's sake, I suggest we attempt to categorize our official policy in one of the following ways:
  • Gracious Ally - These nations are considered our most trustworthy allies. All trades are generally accepted and sometimes gifts are exchanged. We would gladly come to this nation's aid in a time of need.
  • Trading Partner - Practically all proposed deals are accepted. Alliances, MPPs, and Embargoes must be discussed in the forums prior to signing.
  • Friend - Generally favorable opinion. Most trades are accepted unless not in our best interests. Alliances, MPPs, and Embargoes must be discussed in the forums prior to signing.
  • Rival - Generally unfavorable opinion, but publicly treated as a Friend. Most trades are accepted unless not in our best interests. Alliances, MPPs, and Embargoes with this nation will not be accepted, and those against must be discussed in the forums prior to signing.
  • Foe - Generally unliked. Technologies are not proferred to this nation and most trade deals would be rejected unless we clearly benefit more. Embargoes are our prefered weapon against these nations, and Alliances and MPPs against this nation must be discussed in the forums prior to signing.
  • Hated Enemy - As the name implies, these nations would be our most hated enemies. No trades are offered or accepted. We would actively seek to establish Trade Embargoes against these nations whenever possible and all out war is preferred to peace.
 
I would say have them be at the freind status :). But we should keep an eye on them (Remember DG1 ;) )
 
I say Friend or even Trading Partner. I f eel they could valuable allies against Japan and even later on in the game.

Is there a classification for "Civ we'll happily use to help us beat the snot out of our enemies but we won't trust any farther than we could kick because never in all of the games we played have the Babylonians ever failed to backstab us" ?
 
I think we need to give a better reason than just "Friend", "Foe". If they're a friend, then how would they help us? Would their size "intimidate" our future rival? Do they have a UU that we can use to our advantage? That is, what if we want to go to war with Japan. Would Babylon be able to help us? India? Russia? India has a UU at about the same time.

I purposefully excluded the "never trust them because they'll backstab you" option because I believe that all of our neighboring civs would qualify for that one.

Thank you. These threads were intended to promote discussion about our fellow civs in hopes of developing a foreign policy.

While I appreciate everyone's opinion, I was hoping that we'd get more feedback than a simple one word reply. I implore you all to include with your recommendation some rationale or reasoning that may shed some insight into the situation. Your words can help frame our policy for the rest of time.

I would say trading partner.

This is the nation that has the best chance of contributing materially to the downfall of the Japanese. They have run out of growing room, and are just itching for an excuse to go after one of their neighbors. We should give them that reason.

We could even dream that either the Japanese or the Babs will bring the Russians in to the conflict, which works for us either way.
 
Due because the Babs are sending settlers into Our direction. I beleve we should chainge our stance with them forom Friend to Rival.
 
Rival. I think they could benefit from some pruning in the not too distant future.
 
Rival (anyone notice their recent Settler rush near our territory?)
