Monasteries costing two hammers production a turn.

Hi, i'm not sure if this is a bug or a gameplay feature i'm not aware of but in my latest game the jewish monasties in two of my cities, one being nidaros my capital, are subtracting two hammers a turn from the city's production.
This has caused the other, coastal, city to be producing -1 hammer a turn total.
Can anyone tell me if this is an intended effect of monasteries?
If not then i can post the save.
 
Did you defy any apostolic palace resolutions recently? I know that being a full member of the AP and then being kicked out causes religious buildings to lose the hammer bonus they'd formerly received for being a member.
 
Yes i thought it might have something to do with that since i'd defied a resolution to end a war i was fighting and had 5 unhappy faces due to "the world sees you as a villain" in some of my cities.
But this screenshot makes me think it must be a bug since it's actually forcing the city into negative production and the turns to complete the colloseum is wrong:

I do not have experiences with defied resolutions of the AP by myself.
It looks pretty much as if when defying such a resolution, you not only no longer get the advantage of +2 hammers per religious building (of the proper religion, of course), but it will be converted into a -2 hammers. Since you only have the production of your city tile, the result is the -1 in total, and that in turn seems to confuse the time calculation for finishing the building.

Seems pretty much like a bug to me.
 
I got -2 hammers in all my Confucian buildings, both existing ones and ones I could add, when the AP was built by another Confucian civ. I never defied any of the AP resolutions.

So is this a bug or a feature? How is this AP/hammer thing supposed to work?

I don't know if it's intended or not, but I noticed it in my game today. My state religion is Islam, and my Hindu religious buildings are giving me -2 hammers. Since the AP is Hindu, I'm wondering if this is intended. I never defied a resolution in the game, and haven't gotten any excessive unhappiness that wasn't due to spies. Perhaps they mean for religious building in the AP faith to slow your cities down if you follow another faith, but it's certainly not documented there.

My game is on another computer, otherwise I'd post a save or a screenshot here.

It's not just that... I had the same faith as the AP owner the entire game, and I still got the -2 hammers for all the buildings.

My new theory is that there's a bug in the code where at some point in the game (perhaps when the AP is obsoleted) the religious buildings are supposed to lose their +2 hammer bonus, but it was accidentally coded as setting it to -2 instead of subtracting the -2.
 
In my game after defying a resolution my religious buildings went from +2 to -2 hammers while i got 5 angry faces in those city's. After a while those angry faces disappeared and the religious buildings went from -2 to zero: but newly build religious buildings got the normal +2 hammers...
