MORE city placement questions

ICS is gone, boo 8(.

Anyways, I've figured it's better more or less to go ahead and be spread out for the cost of grabbing good terrain.

However, when I do this, I usually get very large gaps because so much of the terrain.....sucks. Oh, I can fit one good city with the floodplains/hills/river/gold/deer/elephant, and my next city will be on the other side of this huge friggin' desert, and my other city will be squeezed just north enough of this humongous tundra expanse so none of its city tiles get stuck in the tundra; wait, why do my three cities cover the entire continent and I have no naval cities?
Is this what's supposed to happen?

Also, being by the sea sucks too, so I usually end up staying away from there unless I need some wealth for upgrading or science, and when I want to wage war across the sea, I actually wait for flight.

That and I use my major cities with the perfect terrain as unit-pumpers, while the only space left on the sea-shore holds cities that might at most hold research-only, and everything is minimal culture to survive.
