More Civs in WorldBuilder

Is there a way to have more than 22 civs in WorldBuilder? I'm trying to have 40 civs running around.

22 is the magic number coded into the WorldBuilder exe file and we don't have the source code for that. So you're into a world of pain using tricks to get the civs placed with Lua as the game loads. (You'll also need to use a modded DLL that permits more than 22 civs.)
