More than one capital city?

Does building a palace make a city your capital city? I was just wondering because in my brother's game he has palaces built in more than one of his cities and it looks like he has more than one capital. You know how certain pictures associate with certain city sizes and your capitial always shows the picture of the next size up (for example, if your capital has a population of 8, it shows the picture for a population size of 11-18)? Well, several of my brother's cities show this property. For example one has a pop of 13, but has the picture for 19+. Same with another one with the population of 15. I should also note to you all that he is cheating on his game. Would this have anything to do with it?

Im not sure what is going on there. He was probably fooling around with the game files to get this. Whenever you build a palace usually the one in your previous city is gone. Just ask him what he was doing

Cheating you can build more than one palace. The palace make the city to be a "capital" and you can have many.

Yaroslav is correct. Without cheating, you can only have one capital.

Multi-capital is something common in scenarios, I might add.

Yah, I'm pretty sure he didn't mess with the program files (though I'll ask him anyway). He wouldn't even know how to do something like that. It just must be because he's cheating like yaroslav said.
