For climate I have a suggestion,
So at the beginning there could be some natural resources(some kind of animals, trees) which will give certain type of happiness, to the ones who have discovered it,
to those who have them on their land (also they get certain tourism/culture bonus) and some kind of bonus to entire world to gurantee that others don't considered it wasteful.
So as we progress through the game and CO2 levels rises, the resources will slowly become extinct. So initially they will be at level 3. As certain Co2 levels reach the resources level will
drop to 2 and will provide less bonus than previous higher level. In this way they will be extinct after some time. The owner will try to save them using various construtions but since the Co2 levels
are measured globally, he will only be able the to delay the extinction. Also as they are coming closer to extinction the tourism bonus will increase. Thus this will give a good knowledge reagrding global
warming stuff.
