You aren't supposed to kill them. The screen should fade to black after the fight starts and you'll teleport to Saburov's house. He orders the patrolmen to go away and you can then freely pick up the tissue

In that case, it's a bug. I must've died 5 times. I talk to them, they ask me for 10.000 money (or smthing like that) which i don't have - they atack me, kill me in 2 hits and game over.
