I only bring this up again because I am seeing too much of this 'bug' in my current game.
I think unless you are involved in an intense raging barb game with lots of Wolf Riders and Goblin Chariots you would not even notice as most of us don't build a lot of mounted units or battle against them.
However, I had the 'bad luck' of getting Hunting and Horseback Riding from goodie huts early on during exploration. The AI's revenge was to bring on barb Lizardmen at yr. 140 and Wolf Riders at yr. 180 in my Epic game. They usually come much later. I had Hunters and Horsemen and was able to deal with them, but pity the other AI civs. Four of the nine were wiped out before yr. 400. The AC is at 27.
Anyway, with so many attacks by Wolf Riders I noticed again that they are withdrawing from battle at a rate much higher than the given 25% rate. I would guess it is around 75%.
Several versions ago, I did a statistical sample of what were then Chariots and Worg Riders (yes, I have too much time on my hands) and found the withdrawal rate was around 70% of the battles involving my guys.
Honestly, it isn't normally a problem. You just use your nearest unit to kill the damaged mounted unit. However, if the unit buries itself in a stack (and you don't have assassins like I don't with my Malakhim), those pesky Riders will pillage an improvement next turn even if they are damaged.
In conclusion, the withdrawal rate, as given, is far too low based on my gaming experience.
Also, another related point I mentioned before. Why does the attacking unit that withdraws gain XP while the defending unit doesn't? I think either both or neither should get the XP.
