mouse wheel stops working, tips disappeared

Sometimes when I play and the window pops up that asks me what I want to build next in a city, the tips next to the units/buildings won't come up and my mouse wheel will stop working for scrolling up and down the list. These two seem to be connected because both problems always happen at the same time and never on their own. I'm playing warlords version 2.1.3.0
