Movement Promotions Removed?

Is it just me or has the ability to upgrade the movement points of scout units been removed in 0.22?
If so, it's a real pain in the arse, as that's the only reason I use them.
I looked through the changelog, but couldn't find any mention of anything affecting the promotions.

You need horseback riding instead of exploration since .21. Balance change.
