Ok, well they are out there now. Not sure how they did it, but they did. Ran into two cheats, Soldier and scott1095. They were in a 4player FFA and both of them had 3 cities on the ground on turn 12. One was Iroquois and the other Persia. Clearly, that is physically impossible on Prince level (sure, with a couple culture huts, El Dorado, and b-lining settlers you could make 2 settlers) but these cities were BUILT.

So the game did resync on turn 6, so I am thinking it was smart enough to see something had been ripped, but either way they still got their cities down. And the Soldier guy had another settler too, making it 4.

When I pressed them on the topic that they were cheating, the one guy said he got a settler in a hut. This is Prince level, so unless something drastic has changed that I don't know about, you can't get a settler in a hut on Prince. So that was, to me, a clear admission of cheating though he thought he was being slick.

Here's another interesting point, their scores did not reflect that they had the 3 cities either. They were still below me with my one city and their score read as they only had their capitals. Even if our population was equivalent, their scores would have been higher with the 3 cities.

I ran the numbers and even if you start with a river hill city, and you get two culture huts back to back literally right outside your city, AND you got El Dorado too, you still couldn't buy a settler and get the free culture settler and move them 3 tiles away from your city and have them built in 12 turns... let alone TWO separate civs doing the same thing.

So anyway, I hate to inform you but there is a way to cheat and it has been found and applied in Multiplayer. So sad.

it's easy to spot though and rare but yes it does happen

I've seen 20 policys at turn 70, too many units turn 10 and too many GPs early.

One guy said he got it from chopping, others say its a bug... hehe

Yes it is possible to edit the xml, but eventually it will cause resyncs and other strange things like you noticed with the score not being updated. Because of this we have not seen one case of cheating at CivPlayers, players just don't think it is worth their reputations to try and do some low end cheating like this. And unlike with Civ4 and Civ3 you can't just abandon your ID with steam unless you are rich enough to re-purchase your games all over again :-/
