Is it possible and legal for me to download civ 5 on a friends computer so that we can play together even though the friend hasn't bought/activated it on their steam account?
If so, how?

Well the easy way and legal was to do this is to play hotseat on one computer that has steam installed and you logged in.

LAN play with one account is harder and I am not sure of the legality. You can install Civ5 on any number of computers with steam of course. You then have to go offline on one of the computers. On the computer that is online, change your display name. Then you should be able to play a LAN game with both computers.

The problem with Civ5 is not that steam disallows playing LAN games with one licence, but that there is a bug in Civ5 were if two games with the same player name try and connect you will get the unable to join game error with no reason stated.
