Yes you can have all your kids exploring! It's fun from a RP perspective. But it generally seems not as beneficial as simply picking an area of training.
I believe it's intended as a catch-all, in case you have too many kids at once to all be studying separate topics.

Princess Anne and Princess Charlotte don't seem to mind being the spares. Sure, Harry threw his toys out the cot and had a tanti, but the other two seem okay with it.
And the third child is the prayer (i.e., you pack them off to a monastery or episcopate). When the heir and spare die and you're left with the prayer, you get Louis IX.
