What about several rulers for each civ, each providing a small little bonus and/or restriction? You can't convince me that Civilization A under Leader A's rule was exactly the same as Civilization A under leader B's rule. Look at victorian age britain: each new monarch chose a new religion for the country, fluctuating back and forth until the british civil war. See what i mean?

Well, let me tell you some things:

1. what you are describing is Tudor Britain (with Henry VIII, Elizabeth I and Shakespeare), not the Victorian Age (roughly 19th century with obviously Queen Victoria)

2. There are multiple leaders in civIV, you need to be better informed before posting. England has Queen Elizabeth I. and Victoria as its leaders, and they both have different 'traits/behaviour' and perhaps other differences (unique units, city lists, etc.?). The latter we do not know yet precisely.

3. Other announced leaders include, George Washington and Theodor Roosevelt for the Americans, Gandhi and Ashoka for the Indians, Mao and Qin Huang Di for the chinese, Napoleon and Louis XIV, le roi-soleil for the French. With the last example, we know that Napoleon will lead the French to militaristic victory (aggressive play), while Louis will play more the cultural way.
Other leaders we know are Caesar, Hatschepsut.

You probably have heard "Ceterum censeo, Carthaginem esse delendam." This said Cato all the time at the end of one of his speeches. You must know it. It means: Additionally, I think that Carthage needs to be destroyed.
Out of local mockery I put Turicum (Zurich) instead of Carthage in it... It's not meant like I hate Zurich, It's just some sort of making fun...

Oh okay, i have heard that. Was Zurich a roman town named Turicus or something?

Zurich is the biggest city of Switzerland and its Roman/Latin name is Turicum. I think it was little more than a small military camp in Roman times, but could be mistaken here.
