This is possible with combining the XML using a program like WinMerge, and combining the SDK files then re-compiling it.
I wouldn't recommend the second one if you have no prior knowledge of C++.

I am sorry, I didn't realize this. But to be honest, I find this procedure extremely silly. Why not something like Oblivion where you can select single mods just by activating them in a list prior to launching the game.

I agree that Firaxis could have designed the modding system better. For instance, by allowing the XML files in mods to only contain changed things. Now they must be complete files and the originals are ignored.
