multithread cpu

I am probably being an idiot, but is there a way to tell if Civ is using multiple threads on my cpu? (I only ever see the process on one core in task manager)

My game pauses for a few seconds whenever something major happens (ex: - conquer a city, 5 seconds - end of turn, 20 seconds) as well as other random freezes and before I go and upgrade my video card I'd like to ensure all cores are being utilized. Happens in DirectX 9 and 10/11 versions of the game.

Any help or advice is appreciated.

System:
Core i7 860 @ 2.8GHz
4 Gigs RAM
GeForce 8800 GTS
Windows 7 Home Premium
 
Have same i7 860 cpu and same 4G memory, vcard is Nvid gts 250
I get the same lags in the game, not too bad on duel size maps, but worse on a huge map.

and how about the relaxing 20 sec "quick save" and even sleepier 45 second "quick load"....
 
I have this problem also with q9550, the game would only use 25% when the game freezes for up to 20+ seconds, i also get the gray tiles thing, red glowing tiles, red and white checkered tiles. The game only seems to use 100% cpu during loading i always see it using 25% using the next turn "please wait" thing.

Anyone else get this? i have never had crashs but i did get a bunch of freezing lockups when the game stopped responding completely. It seems its not utlizing multicores properly otherwise turns would be very short...

I get all the same things in my games.

I've never quick loaded, although a regular load does take about that long (and then after one action will freeze up again for at least 20 seconds) - quick save works just fine for me though.
 
Regarding Civ 5 CPU use, see the attached thumbnail for a snapshot of Task Manager on my dual-core system. Civ 5 is running at all times. Core 1 runs at approx. 100% all the time and this is attributable to Civ 5. Core 2 runs at approx. 100% when Civ 5 is active, but drops to almost zero when Civ 5 runs in the background. You can see where I switched back and forth a couple of times. So it seems, on my system anyway, that Civ 5 uses both cores when the game is active but uses only one core when it's running in the background. Does it work that way for anyone else?

I have an i7 860 @3.80, and it spikes up and down on my physical cores, and ht looks like it's on it's last legs.... Beep....beep.........beeeeeeeep........

I've tried turning off hyperthreading, doesn't seem too help much, and I've turned the max number of threads from 8 to 16. Didn't slow me down, but I can't say it sped me up either. I'm to lazy to actually timestuff too. I tried the dx11 trick in POM's sig, and that actually helped a little.

I'd love for a comprehensive setting and dx11.ini file breakdown, telling what each setting does and if it can be tweeked for improvments. I'd do it, but I'm not smart enough to understand what some of it is.

Yeah, I watched the history of the cores and it did seem to be utilizing multiple cores, just only shows one in the process list.
