Well, if you're going to go by dictionary definitions, then by every definition listed ancient Athens counts for some definitions of 'people'. And for some definitions of 'people', the USA is not a democracy in any way listed on the link below.

Basically, dictionaries are useless. All they can do is give a meaning. People have written entire 300-page volumes defining just ten words. Attempting to define something as nebulous a 'democracy' by referencing a dictionary is an exercise in futility.
 
This post, initially in the Ideas and Suggestions forum, was moved to the General discussions forum without an explanation.

I started this thread as an idea for a mod to Civ IV, eliciting comments. Its subsequent deterioration notwithstanding, it more than merits to remain in the Ideas and Suggestions forum.

I ask for an explanation.

As I understand there won't be fixed government types in Civ4, but instead you will be able to choose "Civics" options. One of the categories concerns labour, and you'll be able to have slavery, serfdom, emancipation and possibly something else. So I guess they probably will have some mechanism of turning slaves into paid workers if choose "emancipation".
 
Slaves in America were freed by the north during the civil war in an attempt to hurt the souths manufacturing capacity. They were not freed for anything having to do with being the right thing to do.
