My friend consistantly has wanted to add the Korean turtle ship to my mod. I keep telling him that i can't add useless units, but he doesn't seem to understand. It isn't that i don't want to do the work, but that i don't want to add units that have no meaning. Can any one tell me what to say to him?

Your mod? What, exactly, is your mod about?

Regardless, there's not much that needs to be done. Unless he actually has a hand in getting the mod put together, he can't do anything to prevent you from completing it, and I doubt anyone will hold a grudge over you not including one of his ideas. It's your mod, after all, and you not only don't need to include advice from everyone but you also can't include advice from everyone. If you really feel that he deserves an explanation, just tell him that adding an extra unit takes work, and that if you added all the flavorful-but-meaningless units you wanted, you'd be completely innundated in work, and the game itself would have too many pointless units to be playable.

I understand what you are saying, but he will hold a grudge over this. I have tried to do damage control for a day now, and he still won't talk or respond. I have tried the don't-need-meaningless-units talk, but to him, my work is apperently completely theoretical. He doesn't seem to know the stats he would like for it. And he is a member of Civfanatics. And my mod is something of a everything-I-need-for-this-story-I-made-up thing.

Just tell him that you won't include it in the game unles he provides you with specific stats for the unit and a convincing reason - using an arguement based solely on those stats - why the unit deserves to be in the game. Puts the pressure on him to justify his stance in game play terms only.
