My ironworks doesnt work

I've started a game in emperor level, and i have found some bugs, and they annoy me a lot.
I was trying to build the three gorges dam, and i have found two unexpected bugs.
I built the ironworks in the city that it is building the dam, but it doesnt work.
The base production is 37, i have foundry (25%), factory(25%) and ironworks(100%). Besides I am playing with germany (50% to wonders). So I should have 111 hammers, but i only have 74.
I found that Ciro was building the dam, too. And i used a spy to sabotage its production, and succeeded. But it looks like it worked the other way: The turn i sabotaged the dam, Ciro was 17 turns away to finish it, next turn he is 13 turns away.

Does anyone know why this happens this way?

Well you need electricity to power your factory and prolly your ironworks too, and the industrious trait lowers the amount of hammers needed to complete the wonder, it does not increase your hammers. that and in response to your sabotage maybe the AI used a Great person, or chopped alot of trees.
