You might be trying to boot from the wrong partition/hard drive, or your partition that you're supposed to boot from could have gotten messed up somehow.
Your boot partition is messed up. You could attempt to do a repair install and hope that it will fix the boot record. Worst case, you might have to reformat, which Im sure would fix your problem.
Boot from the CD and enter recovery console. Try fixboot c: to create a new boot sector. If that doesn't work then use fixmbr to rewrite the master boot record
