(NAB: FEATURE) Shakespeare's bug

I don't often build Shakespeare's Theatre, but in my current game, I did manage to build it in my city of Ridgefield. While researching medicine, I noticed that Ridgefield had grown to size 13. What gives? I can't even build hospitals yet, so how did Ridgefield exceed the size 12 limit? Does Shakespeare's Theatre have something to do with it, or is this a bug? Screenshot:

This is actually a feature of Conquests. It was meant to strengthen the wonder.
