Foreign Affairs National Interest 1450 BC/540 AF (Anno Ferrum)

This strategic vision is within the mandate of foreign affairs, to give a vision on what is needed to match up with the militaristic Zulus and Romans, the long term nemesis the Babylonians and finally the expansionist Iriquois.
However, in order to get there, as far as I can recommend is to develop an external defensible border, the Japanatican "Limes", holding 10 (Ten) specialized cities, and setting defensive positions on good defensible ground, namely rivers and hills/mountains. In order to provide the people an appropriate intelligence analysis, I will include domestic, military, trade, science and culture issues.
In this setting, as a Foreign Affairs Minister, I also serve the President and Sarevoks War Ministry Pentagon as a national security advisor. I draft the vision, they do the planning, implementation and operation.

We are now in 265 AF (Anno Ferrum)



Primarily, we can divide the Japanatican Term One Expanse into Two City sectors with each their long term strategic mission. This means that the 10 envisioned cities, allow me to work in priocess names later, may be divided into 5 special sectors with predefined roles in projecting local influence.


SECTOR "SOUTHERN RANGE" - THE BABYLONIAN FRONTIER /" UME PLATEAU"

Japanatican Cities

"Umeguchi" (Horseport)
Epelonep

"Umeguchi" would be the regional Garrison City, with a port, military facilities like barracks and city walls, as well as a sizable army, combined forces, with an emphasis on siege weapons, now catapult.

Epelonep, more detached from the Babylonian border, situated on a river with excellent resource benefits from diamonds, wheat, river endowment, defensible and a future scientific and economic powerhouse (I am proud of you that voted for this, now you saw the impact of little Furuyama).
The plan is to build a library, maybe a market over time here.

The Southern sector may be comparable to the Kashmir border, with absolutely no risk for cultural conversion, little economy but diamonds, a nemesis on the other side of the mountain and in general a challenging battlespace where the attacker must bleed for every single step forwards. Siegeweapons and defense units, with some archers for bombard support would be the mainstay here. I know Sarevok wants an early war, but the terrain dictates Samurai units in order to win a decisive war.
Luckliy, the vast mountain range reduce the cultural impact from the culturally strong Babylonians, so they cannot outculture us in Term one or Term 2, so I do not consider them the prime enemy at this point.

"Area 52 City"
"Lago"

"Area 52 City has a long term prospect for the Japanatican people, the natural of the land makes this a natural garrison state, a pure militaristic chokepoint that can project military power into both the southern and the northern theaters, as well as handling the Grapes of Wrath Steppes with an increasingly trained contigency of cavalry. In addition, when iron working is integrated into the Japanatican economy, there is also to be a standing reserve of swordsmen, that can be sent North or South, or capture Steppe cities that are infringing on the sole sovereignty of Japanatica (Sarevok and Bobby Lee would have loved this city). This city is to be built on that hill in the edge of the desert, using desert for production and grass for food.

"Lago"'s mission is simple, it is to project local influence in the race for land on the Eastern frontier, facing militaristic Rome, and containing their influence in critical hotspots. A standing army of swordsmen will keep those hills intact, sheltered by a controllable lake on one side, standing on defensible river and hills, and having the left flank covered by another city.
This means potential scouting missions, raids, small scale wars and so on.
The local Roman influence in Antium means that Lago must be built.
Directly to the South, we find the Babylonian wineyard city of Ellipi., which is pressurized from the Iroquois in the East and Romans Northeast.

The Southeastern Sector has a very complex mission, it has to be the very centerpiece of Japanatican defense systeme, and facing a more varied terrain than anywhere else, everything from desert, fooplains, grasslands, hills, forests, mountains, rivers and yes, even the major lake. The Japanatican cavalry force will hold this sector, or marginal use elsewhere, and will be sharpening their skills on local barbarians, scouting troop movements in the open steppelands, as well as being a strategic mobile reserve in the middle of the defenseline. These cities will be the most militarized front, in fact, comparable to the battlespace of Central Asia in the ancient times.

SECTOR "EASTERN UNKNOWN FRONTIER" - "VODKA RIVER"

"Sake City"



"Sake City" would be Japanaticans Northern garden city, with all endowments for a regional major city, with Japanaticas only vineyards, hence the name.
The role of this city is to support future city localization duel with the Romans eastwards with settlers, projecting settler influence in competition with the Romans, as well as producing auxiliary support units.
I stronly adovate the creation of this city, and I know that Cyc wants only his Zojoji to fill this space, but for a total defense system, we should see to that both Zojoji and Sake City fills this space, in order to face the North in strength. Sake City is best represented with Noldodans recent proposal.

Sake city will have several challenges, as it in particular will face and check the Roman/Zulu expansion westwards, with their legions, millitaristic skills and commercial strength. In addition they may as well be challenged by Zulu impis, Iroquios riders as well as barbarians. This high risk environment and likely battlespace require a well defended city, ideally placed on hills/river. and a solid contingent swordsmen, spearmen and archers. Yet, the ambition is national security through holding the land between Lago and Zojoji, and only support scouting missions in the area as well as escorting future settlers. In addition, we need to be flexible in what this city should further have as a third speclialization beyond defense/offense. This city will have a special role in creating a coast to coast West-East, seizing iron and horses en route, along with the silks, this means we need to sacrifice the foodplains by Antium.

The Eastern Frontier is a very volatile one, first of all thanks to the fact that we may prevent Romans from getting iron, we face Hlobane on our border on Vodka River and in general sees a very frail political environment with two militaristic civilizations on our Eastern border. Yet, we know there is vast unsettled lands in the eastern direction, and we need some local focused effort to fill that scope. The Eastern Frontier will also be the main area of Term 2 Japanese territorial expansion, along with the Northern Frontier. Yet this frontier has a sense of immediacy about it, so sensitive diplomacy and adept city planning is necessary in facing tough competition.

SECTOR "NORTHERN UNKNOWN FRONTIER" - "ABSTANISTAN"

Zojoji

Zojoji will be the only city targeted initially on the Northern Frontier in term one, mass producing settlers, escort spearmen and a local colonial force of swordsmen and archers. Also thanks to the presence of iron, this port city will seek to colonize Northern potential ports along the Western coast, as well as the best sites inland. facing a potential hidden civilization next by possible Zulus, as we see Hlobane northeast. The mission of this city is simple, expand Japanatican territory. One cavalry may be needed here as a local cavalry detachment dealing with the vast desert. Later on Zojoji may be promoted to become a future wonder city, due to the combination of food and hills.

SECTOR NORTHWESTERN COAST - "ZARNIA's HEARTLANDS"

In terms of dividing Japanatica into 5 city provinces in the spirit of DG5, would be to make "Lago" and "Area 52" part of Zarnia, as these are in the same region, as well as housing the national strategic reserve and handling the Eastern Frontier. This would make room for a Northern Province and a Southern Province.

I will present these three cities as an integrated and specalized organic whole.

Fanatikkus future role could be to massproduce settlers for overseas colonization through the port of Furuyama, build the Oracle in order to make up for the extreme population potential of Japanatica as well as being the capital in terms of building special buildings needed over time.

Furuyama would be the heartlands port to the Western Ocean, settling new territory with settlers from Fanatiku, as well as being the local learning center, with a library educating the settlers in the local Colonization School.
Furuyama would therefore be both a learning gateway and a naval gateway.

Immo would be the central powerhouse of Japanatica, and the potential future capital, with an extreme production of foods in the Aris Zona Deserts/Foodplains. This area is the perfect place for a Hanging Garden, as this city will quickly rise to a full 12 populations with both foods and production at peak levels. With a Hanging Gardens (WILL BE NEEDED), this city can build initially workers, later wonders in a formidable speed, and will surely win numerous Wonders races for Japanatica until Hanging Gardens go obsolete in Term 3 or Term 4.

Finally, with despotism this defensible empire will hold 40 military units, with a maximum of 20 police uunits under despotism. Monarchy will give us, with projected city sizes, around 34 units, with a maximum of 30 police units.
Now that we are in 1725 BC, has passed almost 50 turns, we still have 40 turns to go in term one in order to get to 100 turns. This means we cannot build much more than 7 more quality cities than we already got, with some speciality in them. Fanatikku and Immo may each send out 3-4 settlers each before they specialize in something more powerful like wonders. No wonders mean we may get more cities, but no real powerful cities.

There would be a Southern Province with the sole purpose of keeping the Babylonians at bay, initially planned for 2 cities, but maybe more later.
I like the idea of Provinces in development, not turnkey provinces.
The Northern Province would work on expansion North and East and do that as quikly as possible. So the Northern Province would be a settler province and the southern a garrison one.

I agree with most of your points.

In my opinion the Romans should be focus of our momentarily attention. If we get the iron in the east ( the only one in range of the Romans :p ) we can prevent them from building their legions and can assimilate their territory.
 
I think we should reveal NW territory near Zojoji and try to settle there. It is close to capital and seems rich. No need to let Zulu there first.
Could our great Foreign Minister talk to War Minister to send warrior there to explore so we can have even beter security plan?
