I had a continent to myself, but I hadn't fully settled the south end. To my southwest is Isabella with her own continent, and there's an island chain bridging the ocean between us. I already settled the islands, so my culture extends all the way across the ocean and even on to her continent (I flipped one of her border cities). This culture zone is 5-6 tiles tall, and the south end of the ocean is walled off by the south pole.
Asoka is on a continent to the northwest and we don't have open borders. He has a galleon and wants to sail down the strait to settle the south end of my continent. I'm not worried, because since I control a "wall" of culture he shouldn't be able to get across. However, he still tries.
On the first turn, his galleon shows up at the north edge of my ocean-spanning culture zone. In between turns, I see his galleon move into my culture zone. When my next turn starts, I look at the spot and his galleon has been moved back to the north end of the zone, as if it had been kicked out. Next turn, he moves in again. But this time, his galleon gets kicked out to the south of the culture zone, and therefore has free access to the rest of my continent.
It looks like AI naval units are being allowed into closed borders temporarily, only to be "evicted" at the end of the turn. Problem is, if they make it past the halfway point of a "zone" that has ocean on both sides, they're liable to end up on the other side when they shouldn't. If this is unclear I can post a screenshot, but I think it's pretty easy to understand what's going on here.
