Are you ever in luck . . . in both games I've played, the Goths have few cities and very close cultural borders. If this is the case in your game, station several legions just outside the borders of each city, and then declare war and rush in. If you capture all their cities, those hordes will disappear before they can threaten your cities, and you'll have a secure northern border. If you don't think you'll be able to take all the cities in fewer turns than it will take them to attack your nothern cities, you might want to consider pillaging some no-man's-land roads between your cities and their forces.
 
The best way to limit the Carthaginian navy is to follow history - raze Carthage, as early as possible. In winning on Emperor, I took every Legion I started the game with and went through Sicily right at Carthage itself ASAP, before he can get his ships built. I lost some units, but was in my GA, so they were easily replaced. Carthage's other cities are eventually profitable, but they require a lot of development - with all the bonus tiles, Carthage itself is the gold mine in the very early game. Also, he can't build elephants until he gets Tactics, and his ivory isn't hooked up yet for mercenaries, so he is very weak early.

BTW, you better buy off the Celts if you want to follow this strategy. In my game, I went south and marched my army to Egypt to get the luxuries, and the rest of the game was smooth sailing.

Winning as Carthage is the greater challenge. Again, enlisting the Celt's help is key, as is beating Persia to Egypt. This let's you keep your farflung cities in WLTKD. Never had to fight those scary Legions the whole game - naval power uber alles. The last turn of the game saw five Carthaginian armies march into Persepolis. That was sweet.

Agreed, my first strike after taking the islands is always Carthago itself. A few Legions II can march all the way to the Suez Canal, while your starting army sweeps all the way to Gibralter.

I didn't know Numidians required ivory. That explains why Rome can start building them late in the game.

Yeah, a little wine will keep the NW barbarians good and . . . peaceful.
 
Babylon for me. Got to love that culture. I also like using those bowman since in ancient age they can both attack cities and hold them. Though not as good as legionary.
 
Wouldn't that take some intriguing revisionist history.
