Ok I was one turn away from building the Hoover Dam and I loked at one of my cities that did not have a factory. It was producing 12 shields, 4 of those waste, so 8 in all. The next turn after the Dam was built, it was still producing exacting the same. Does this mean that I need a facotry in everycity before the Hoover can really effect the city? It it does than that wonder is not worth it like I always thought it was.
The Hoover Dam give you a hydro plant in every city. Hydro plants are powerplants and you have to have a factory in a city to be able to bild a power plant.
Not worth it? Every hydro plant cost 240 shields, so for every city on the continent with a factory you're saving 240 shields. You also won't need to worry about coal plant pollution and you save upkeep cost (3 gold per plant I believe so that number really adds up if you got a lot of factory cities). In addition, a city doesn't have to be next to a river to take advantage of Hoover, so you never have to even think about solar plants again.
Hoover Dam most important middle game wonder for me. Probably most important in whole game.
Also seems to me to be on a research arm that the AI neglect for a time. Therefore better chance of getting it than some others.
Particularly if you can get Theory of Evolution and use it to get the next two techs towards Hoover.
Hoover Dam is so powerful a wonder that I currently built it in the 3 City Challenge I'm currently playing. It may seem like a waste to build it when I only have 3 cities, but I could not allow any of the other Civs to gain the huge advantage of having it.
In the example you are talking about, did you already have a Coal Plant? If so, you would not have noticed any effect on production. Hydro plant is basically the same as coal plant, with no pollution. But having both doesn't make the effect cumulative.
Once you build the Hoover Dam you can sell off any coal plants you have because they will still be there, still cost upkeep and still produce pollution while not giving you any additional benefits. Unless you somehow feel insecure about your ability to defend the city with Hoover you should do just that.

No no coal plant. The reason I say it is a waste is because by the time I would have finshed it I could of built so many other things while it will only help lets say 5 central cities tops that have decent production so they built factories. Even though it doesn't effect all cities, I still always build it when I have the chance. It's just it isn't as powerful as I thought it was.

I guess if you only have five cities with decent production the benefit to you is marginal. The benefit of denying opponents a wonders is a always a factor however.
Actually I cannot imagine trying to win at any of the higher levels with only five production cities. (actually I cannot imagine winning at Diety at all! so thats how much I know).
If you build a well positioned Forbidden Palace you can have a lot more than five. In my current game I have 44 cities that produce over 40 shields and a lot more useful ones in the thirties. (Regent on a huge Panagea; eight AI)
It obviously depends on map size and type; level and your style of play of course.
Anyway with that number of cities; getting Hoover can leap you into the lead all by itself very quickly especially if you already have the neccessary factories.
I play on standard size typically. I under exaggerated when I said 5. This means about 10 cities with nearly no corruption if you have the forbidden place and other cities start to pack on corrupution.
