Need help building Polders

Im playing as Netherlands, and yes I have the technology and sailing. I have only been able to build one. The description says it must be build on water, next to 3 land titles. Okay, so I have tons of spaces next to 3 land titles, what am I missing? Could someone explain to me the requirements?

Mountains don't count as land tiles for Polders. It used to be that hills didn't count either, but that was changed in a patch.

Are you able to post screen shots?

Lakes are ideal. Otherwise look for bend-y coastline.
