Need help!! Problem with 1.74 and vista

Hi all, Can anyone provide some info? My problem is this: I'm running Vista. I was instructed to download the 1.74 patch and after running the installer it all went to hell. I get error 1706. Then if I try to run the game I get error d3dx9_32.dll I cant uninstall it either. Thanks for any info you can provide.
