need help with embassies

I can't figure out how to make a city my capital city or how to make an embassy. My civ. has discovered writing, but I can't figure it out. What am I missing (I have a feeling it's something painfully obvious, but I still can't figure it out). Please help!
 
Control - E will bring up the screen for making embassies and espionage. You need to have Writing (which you do) and have enough gold. Also: your capital city is your city with your palace. It starts out as the city that you found first (usually in 4000 BC, at the beginning of the game), but you can switch it by building the palace elsewhere.
 
Instead of using control-E on keyboard, you can click on the 'E' tab in the lower right of the screen.
 
so, I played a game, and I don't know how I messed up. I have a whole bunch of cities, and none of them has a star.
 
press H, it will bring you to your capitol city. You have one, it is impossible not to.
 
Your capital is wherever your palace is. If you build a palace, then the old one disappears.

At least in vanilla, the "E" tab only appears after you've built your intelligence agency. It stands for espionage, not embassies.

The way I always make embassies is double-clicking on the capital star. In just about everything BUT civ, I prefer to use keyboard shortcuts for everything, but in Civ for some reason I like to use the mouse more...
 
In C3C, the E Tab appears as soon as you have writing.
 
Yeah, Ctrl-E is espionage. There's no button for building embassies in vanilla, unless you count the capital star as one.

Also, make sure you're fully patched and whatnot. I don't know specifically of any bugs that would cause you to 'lose' your palace but I think an early PTW patch you could bombard the palace...
