Need help with installation

1. There's a rumour that a new Civ expansion (One World) is being worked on. So, should I purchase Civ: G&K now?

2. Do I need the base version (Civilization V: Game of the Year) in order to run Civ Gods&Kings expansion?

1. That's entirely up to you, personally I would wait for a sale but you know how much you want to play it now.
2. You need the base version of Civ5, but it doesn't have to be the game of the year, that has most of the DLC included though if you want the DLC as well.
