Need info on what happens to RA's when war breaks out

I've yet to figure out what happens when you go to war with a country you have a research agreement with- do you both lose your invested RA money? Does only the attacking country lose their money, and the attacked get theirs back? Does it matter who started the war? If someone could explain the mechanics of how this works, I'd greatly appreciate it, thanks.

Once the money on an RA is spent, its gone.
a common AI strategy is to make the poor, weak player, sign RAs and then declare war so they won't have monney to buy units for protection.
