Negotiations between players

Hello;

Why is it that sometimes in game players who have met each others cant negotiate...

ex. Me and my friend just exchanges maps, but now we can't negotiate anymore... when we try both of us gets the message that the other part don't want to talk !!!

When I request to negotiate, I get a pop-up "Waiting..." or something like that. There is one button on this pop-up: "Cancel" and I sometimes click it without reading because on most pop-ups the one button is "OK".
