The exploit of warlords and vanilla where you could micromanage your city to max culture right before the culture bomb to increase the tile effect is gone. This is a good thing.
They removed the ability of a great work to pull a city out of revolt. This is a bad thing and makes no sense to me.
The exact mechanics haven't really been explored though as far as I know. The cultural article was written for vanilla and applied to warlords but has never been relevant for BtS. That would be more of a code persons thing to look at that because I wouldn't even know what to look for or where to look.

As far as I know, culture bombs have never been able to convert enemy tiles. At least they never have for me. It makes no sense that tiles can never change ownership except with conquering the city. Has anyone played the Next War scenario, where conquered cities would always flip to a different owner if on the border of another civ? You should be guaranteed to get all the tiles in your fat cross if you have the culture for it unless those tiles are closer to another city then they are to yours (like it currently works for vassals).
And regarding great works ending revolts not making sense, someone once pointed out that the great work could be a speech, which would make perfect sense as something ending a revolt.
I think they only converted tiles if it was early in the game, when no so much foreighn culture was "absorbed" by the tiles. Later in the game when the foreigh culture was there for thousands of years the effect is much slower.
