2. It's useless vs natives
3. It reduces city pop heavily (50% rounded up ??)- so i tend not to use it against cities I want to capture
The 20 year blackout offered by the sunspot event is a prime time to use those x-missile needlejets on faction you would rather crush than conquer - the Believers with their sprawling empire of small cities filled with elite troops come to mind from some of my past games. The faction you attack still reacts to the atrocity, but no other factions learn of it.
I haven't tested this recently - but seem to vaguely remember (from a game many years ago) that sunspot activity offers no protection vs planet busters.
Sunspot activity will not protect you from using planet busters. You have to repeal the U.N. charter but even that will not fully protect you since anyone you use planet busters against will forever be in vendetta with you.
